保障性住房管理主体的多元性和目标群体的广泛性决定了政策过程中需要多个部门的协同与合作。我国现行住房保障管理体制存在管理主体机构重叠、职能交叉、决策“碎片化”等问题，导致在中央层面和地方层面都出现了协同失灵的情况。需要建立完善的保障性住房法律体系，构建高规格、跨部门的协调机构，实现政策与管理并轨，搭建信息协同共享平台，提升保障性房政策中政府协同治理的整体效能。
保障性住房管理主體的多元性和目標群體的廣汎性決定瞭政策過程中需要多箇部門的協同與閤作。我國現行住房保障管理體製存在管理主體機構重疊、職能交扠、決策“碎片化”等問題，導緻在中央層麵和地方層麵都齣現瞭協同失靈的情況。需要建立完善的保障性住房法律體繫，構建高規格、跨部門的協調機構，實現政策與管理併軌，搭建信息協同共享平檯，提升保障性房政策中政府協同治理的整體效能。

The diverse management bodies and the broad target groups of Indemnifieatory housing need collaboration and cooper ation of various departments in the policy process. China＇s current indemnificatory housing management system has brought with many problems such as overlapping functions and fragmentation, which leads to collaborative failures at both central and local government levels. It is needed to construct a complete legal system and a high standard coordinating body, to merge policies and management, and to build a coordinative information sharing platform, so as to enhance the overall performance of coordinated governance in indemnificatory housing policies.
