循环经济效率是我国钢铁行业循环经济发展程度的合适测度。结合循环经济的内涵和钢铁行业的特点构建钢铁行业循环经济效率的评价指标体系,在此基础上采用数据包络模型对我国钢铁行业2006--2010年的循环经济综合效率、规模效率和技术效率进行测算与衡量,同时采用Malquist指数分解对我国钢铁行业循环经济效率的变迁进行动态评价。结果显示:自2006年以来我国钢铁行业循环经济综合效率在平稳中有所上升,其中规模效率的贡献大于纯技术效率的贡献。影响我国钢铁行业循环经济效率变迁的主要因素在于技术进步的变动。

The efficiency of cyclic economy is the appropriate measurement for cyclic economy development degree of China's iron and steel industry. The author constructed the evaluation index system of circular economy efficiency of steel industry combined with the connotation of cyclic economy and the characteristics of steel industry, measured and evaluated the comprehensive efficiency, scale efficiency and technical efficiency circular economy of China's steel industry from 2006 to 2010 by DEA, and also use the Malquist index decomposition to estimate the transition of cyclic economy efficiency of steel industry in China. The results show that, since 2006, the cyclic economy efficiency of steel industry is stable with slightly increament, among all the factors, the contribution of scale efficiency is the more than technical efficieney's contribution. The main factor influencing the variation of the cyclic economy efficiency of steel industry lies in the variation of technical progress
