低碳经济是一种符合建设生态文明和节约资源要求的经济类型，是实现可持续发展的必然选择。通过构建基于DPSIR框架模型的河北省低碳经济评价指标体系，并根据相关统计数据，采用层次分析法，对河北省2005—2010年的低碳经济发展状况进行了评价分析。结果显示：河北省低碳经济发展水平呈明显上升趋势，响应因子指数大幅增加，说明河北省在发展低碳经济措施方面较有成效。但是，影响因子和压力因子的增长表明了经济活动对资源环境的压力依然存在，生态负荷在增大。

Low-carbon economy is a kind of economic type according with the ecological civilization construction and resource conservation request. It is an inevitable choice to achieve the sustainable development. By constructing a low-carbon economy evaluation index system based on DPSIR framework model in Hebei province, and evaluating and analyzing the low-carbon economic development situation from 2005 to 2010 by using analytic hierarchy process. The results show that the trend of low-carbon economic development in Hehei province was increasing, the response factor index increased significantly, it showed the Hebei province had made achievements in the development of low-carbon economy. However, the growth of the impact factor and pressure factor showed that the pressure of economic activities on resources and environment still existed, and the ecological load was increasing in Hebei province.
