清末，赵尔丰的改土归流给川边少数民族地区的政治、经济、文化带来了一系列的变革，也第一次将在内地已有两千余年历史的县政制度推行于川边地区。尽管县政的实施所确定的川边各县的名称、边界、幅员等县制的基本要素大都为后世所延续下来，西康建省亦由此奠基，但作为跨地域与跨文化的政治制度的移植，县政制度由于未能有效解决与川边地区本土环境以及既有的内生制度如何“耦合”的问题，没有达到理想的政治预期。
청말，조이봉적개토귀류급천변소수민족지구적정치、경제、문화대래료일계렬적변혁，야제일차장재내지이유량천여년역사적현정제도추행우천변지구。진관현정적실시소학정적천변각현적명칭、변계、폭원등현제적기본요소대도위후세소연속하래，서강건성역유차전기，단작위과지역여과문화적정치제도적이식，현정제도유우미능유효해결여천변지구본토배경이급기유적내생제도여하“우합”적문제，몰유체도이상적정치예기。
In the late period of Qing Dynasty, the reform carried by Zhao Erfeng led to a series of changes in the aspects of politics, economy and culture in the Chuanbian area. The county administration of system, which existed in inland of China more than two thousand years, was firstly implemented in that area. Although it determined the name, the border, the dimension of each county in Chuanbian area and established the basis of the Xikang Province, the effectively solution to ＂couple＂ the local environment with the endogenous system in itself was lack. As a cross-regional and cross-cultural transplantation, the county administration system did not reach the desired political expectations.
