基层政府治理面临的问题和风险主要来自两个方面:一是制度结构,既有的单一、固化的制度安排已不能适应当前经济社会发展的要求;一是行为主体,既包含纵向层面的基层政府与地方政府、中央政府,也包含横向层面的基层政府与市场企业、社会组织等.制度结构和行为主体对基层政府治理的影响是互构的,并且嵌入到治理过程中,共同推进基层政府治理改革与创新.从制度结构来看,以权利和产权为核心的正式制度始终是最为重要的和最具决定性的,而非正式制度的影响已逐渐开始凸显;从行为主体来看,顶层设计与基层实践间的互动越来越多,政府与市场、社会行为主体之间的关系也愈发紧密.当前我国基层治理模式更倾向于是一种参与治理或是协同治理,而发展趋势必将是互动治理和合作治理.

Grass-roots governance is facing two aspects of problems and risks : one aspect is the institutional structure, the existing single, curing institution has been unable to meet the require- ments of economic and social development. The other aspect is behavior subject, which includes both the longitudinal levels of grass-roots government, local government and central government, and the horizontal dimension of grass-roots government, market enterprise and social organization. The influence of institutional structure and behavior subject on grass-roots governance is mutual, and em- bedded into the governance process to advance the grass-roots governance reformation and innova- tion. From the view of institutional structure, the formal institution is the most important and decis- ive, but the influence of informal institution is becoming prominent. From the view of behavior sub- ject, the interaction between the top design and grass-roots practice are becoming more and more. The relationship between government, market and social actors is also increasingly close.
