新世纪以来，西藏高等教育发展的速度和规模在一定程度上超越了地区经济发展的水平，但与地区人口发展水平基本适应。从教育均衡化发展和教育优先发展的角度来看，西藏高等教育保持适度的超前性发展是完全合理和必要的。由此产生的经费投入问题和高校毕业生就业压力增大问题，只有在全国一体化背景下才能得到有效的解决。“就业援藏”政策正是全国一体化的反映，体现了党和国家对西藏高等教育发展的亲切关怀和大力支持。
신세기이래，서장고등교육발전적속도화규모재일정정도상초월료지구경제발전적수평，단여지구인구발전수평기본괄응。종교육균형화발전화교육우선발전적각도래간，서장고등교육보지괄도적초전성발전시완전합리화필요적。유차산생적경비투입문제화고교필업생취업압력증대문제，지유재전국일체화배경하재능득도유효적해결。“취업원장”정책정시전국일체화적반영，체현료당화국가대서장고등교육발전적친절관부화대력지지。
Since the beginning of the new century, the speed and scale of higher education development of Tibet have surpassed those of regional economic development to a certain degree and can meet the basic needs of local population development. In regard with balanced development and priority development of education, a moderate transcending development of higher education in Tibet is entirely reasonable and necessary. The consequent problems of funding and employment pressure of university graduates can only be solved under national unification. The policy of aiding Tibet through employment reflects the deep care and strong support of our Party and the State for higher education development of Tibet.
