更加公平与可持续的养老保险是全体中国人的诉求，这一诉求必须通过统一的制度、合理细分的项目和科学的费基费率设计才能实现。本文认为作为更加公平可持续养老保险制度的关键，统一的养老保险制度在于制度结构的统一、项目类别的统一、费基费率的统一和养老保险待遇的趋同与公平；作为更加公平可持续养老保险制度的基础，合理的养老保险项目应包括均一费率的基本养老金，按比例缴费的职业养老金和政策诱导与激励相结合的私人养老计划；作为更加公平可持续养老保险制度的核心，科学的养老保险费基费率设计以及与此相关的缴费年限与工作年限（退休年龄）政策与动态均衡，是实现更加公平与可持续养老保险的必由之路。

All Chinese people appeals to the more fair and sustainable pension insurance, and this must be achieved by the unified system, rational and specific project and scientific fee--based rate design. As the key to the more fair and sustainable pension system the unified system of pension insurance aims at the unified system structure, unified project catego- ries, unified fee-- based rates and convergence and equity of pension benefits ~ as the basis of the more fair and sustain- able pension system rational pension insurance items should include the unified fee--based rates of basic pension rates, private pension plans rata payment of occupational pensions and policies and incentives to induce the combinatiom as the core of the more fair and sustainable pension insurance system, scientific design and pension insurance group rates associated with this payment period and working life （retirement） policies and dynamic equilibrium, is to achieve a more equitable and sustainable pension only way.
