推进公共资源交易市场化，建立统一规范的公共资源交易平台是完善社会主义市场经济体制、深化行政体制改革的重要内容，而管办分离是推进公共资源交易改革的关键环节。近年来改革推进“监、管、办”分离并形成“一委、一办、一中心”等多种模式。深化改革重点是理顺市场配置与政府主导、角色分化与治理转化、一体监管与分段运行、部门监管与集中监管、职能分离与组织分设关系。

To move the market--based public resource transaction reform forward and to establish a public resources transaction platform with unified standards are important contents of perfecting the socialist market economic system and of deep- ening the reform of administrative system. The separation of management and running is the key point to advance the reform of public resources transaction. In recent years, the local governments have incessantly reform the public re- sources transaction and moved forward the separation of ＂supervision, management and running＂ in several models. This paper argues that the focus on deepening reform is to deal with relationships between the allocation by market and the dominant role of government, the differentiation of different roles and the transformation of governance, one supervision but operation in segmentations, concentrated supervision and supervision by different departments, and the separation of functions and the separate establishment of organizations.
