自然资源是商品的基本要素,也是经济发展的基本要素,自然资源有无价值及其价值量的多少,关系到对商品经济规律的认识与利用,关系到市场经济的完善与发展.而资源价格管理体制包括资源价格管理机构的设置和资源价格管理权限的划分.我国现行的资源价格体制还建立在以传统的商品价格为管理对象的基础之上.对资源价格尤其是自然生态资源的补偿价格,既缺乏完整的定价依据,也没有规范确定价格的方法,甚至没有介入其管理范围.研究自然资源的价值问题,一定要坚持马克思的科学的劳动价值论,结合实际情况,以科学发展观为根据,围绕经济社会的可持续发展,作出合乎实际的理论结论,以推动理论创新和经济发展.

Natural resources are the basic elements of commodities, and also the basic elements of economic development. The measurement of natural resources is related to the understanding and utilization of the law of commodity economy, and also related to the improvement and development of market economy. And the resource price management system includes the resource price management mechanism and resource price management authority division. China＇s current resource price sys- tem is built on the basis of traditional commodity prices as the management object. Compensation for resource prices, especial- ly the prices of natural ecological resources, lack complete pricing basis, and there is no standardized method for determining the price as well. The study of value of natural resources should adhere to the scientific Marxist labor theory of value, com- bined with the actual situation and a new scientific concept of development, centering around the sustainable economic and social development, and make realistic theoretical conclusions, therefore to promote theoretical innovation and economic development.
