本文在深入研究国内外绩效评估政策措施和技术路线的基础上,通过多次专家座谈、技术咨询和试点项目调研,提炼出能够全面反映中医类科研项目实施绩效的若干关键指标,包括：“相关性”、“实施与管理”、“目标实现”、“继承与创新”和“效果与影响”5个评估准则及其15个一级指标和38个二级指标,并对其含义逐一做出说明.为区分各类科研活动的绩效评估标准、增强指标体系在实际操作中的适用性,根据《中医药创新发展规划纲要（2006-2020年）》的任务部署,对中医类科研项目进行分类,并对各类型项目分别给出了建议选取的评估指标系列和使用方法.本文的研究成果可为实施中医类科研项目全过程绩效管理提供技术支撑.

Based on an overview of the performance evaluation policies and technologies at home and abroad, a series of key perform- ance evaluation indicators for Traditional Chinese Medicine research projects were proposed by means of investigations, expert consulta- tions and pilot project surveys. In order to distinguish the performance evaluation standards among different research activities and en- hance the applicability of the indicators in practice, Traditional Chinese Medicine research projects were classified into various types re- ferring to the ＇Innovation Development Plan for Traditional Chinese Medicine （2006--2020）＇ . Pools of evaluation indicators and their application methods were also recommended corresponding to characteristics of each type. The proposed performance evaluation indica- tors can be utilized to support the performance management of Traditional Chinese Medicine research projects.
