本文首先回顾了公共创新服务平台的发展历史和成就,对现存的问题及其关键原因进行了概括性探讨,接着对公共创新服务平台的内涵及其基本性质进行了分析,继而着重论证了政府应进一步发挥全方位引导者的角色的同时,将平台的运营管理重任交由科技中介服务机构来完成的观点.
本文首先迴顧瞭公共創新服務平檯的髮展歷史和成就,對現存的問題及其關鍵原因進行瞭概括性探討,接著對公共創新服務平檯的內涵及其基本性質進行瞭分析,繼而著重論證瞭政府應進一步髮揮全方位引導者的角色的同時,將平檯的運營管理重任交由科技中介服務機構來完成的觀點.

Public innovation service platform （PISP） is one of important governmental innovations for promoting the integration of en- terprise, university and research institute, and it has become one important task of governments of all levels. How to construct and op- erate these PISPs is still blurry and some basic questions need to be clarified. This paper firstly reviewed China＇s efforts on the construc- tion of PISP and their performances ; then summarized main problems existed and corresponding reasons of them; afterwards analyzed PISP＇s connotation and basic natures. Lastly the paper discussed the government should exert their guide roles in all directions, and the intermediary of service agency should be the main body of PISP＇s operation and management.
