现代教育具有全局性、复杂性、艰巨性、长期性、先导性和发展性等特点，迫切需要开展全面深入的综合改革，把握教育改革的主动性，掌握规律性，发挥创造性，推进教育治理体系和治理能力现代化，加强改革的整体性、系统性、协同性，实现全社会的积极参与和共同治理，正确、准确、有序、协调推进教育改革，集中破解教育难题，走出“深水区”，探索教育现代化道路。

현대교육구유전국성、복잡성、간거성、장기성、선도성화발전성등특점，박절수요개전전면심입적종합개혁，파악교육개혁적주동성，장악규률성，발휘창조성，추진교육치리체계화치리능력현대화，가강개혁적정체성、계통성、협동성，실현전사회적적겁삼여화공동치리，정학、준학、유서、협조추진교육개혁，집중파해교육난제，주출“심수구”，탐색교육현대화도로。
Modern education has the characteristics of comprehensiveness, complexity, persistence, guidance and development, therefore, it is a necessity to carry out the overall and in-depth comprehensive reform, and get hold of the initiative of educational reform, master the regularity and develop the creativity, so as to carry forward the modernization of educational governance system and ability. Meanwhile, we should reinforce the integrity, syslematicness and coordination of reform, and realize the positive participation and co-governance of the whole society, so as to carry forward educational reform correctly, accurately, orderly and coordinately, and concentratedly solve educational problems, take our trip out of the difficult zone, explore the road to educational modernization.
