由于现代公司治理逐渐进入公共生活领域，而且公司治理的发展过程就是公共信任的逐渐形成过程，因此，现代公司治理在于提供公共信任。公司治理的内部治理为公共信任提供了基础，外部治理为公共信任提供了保障。公司治理中公共信任的供给不同于政府的公共信任，具有如盈利性、复合性、长效性、仿效性和易监管性等特征。现有的研究能够证实公司治理的公共信任特征。我们用公司治理的公共信任理论去解释各国公司治理模式的不同，以及FBI为何先于股东的诉讼而发起对公司的调查，结论是公司治理提供公共信任时必须强化政府的作用。

Modem corporate governance has gradually become a part of public life, and during the development of corporate governance public trust gradually forms. Therefore, the core of modem corporate governance is to provide public trust. The internal governance of corporate governance lays the foundation for public trust while the external governance provides a guarantee for it. Unlike the public trust of government, the supply of the public trust in corporate governance is characterized by profitability, complexity, long period performance, replicability and accessible supervision. The exiting researches can prove the existence of public trust in corporate governance. If we use the theory above to explain why there are differences on corporate governance patterns in different countries and why FBI conducts investigations on companies before the lawsuits brought by shareholders, we can make the conclusion that the role of the govermnent needs to be strengthened when corporate governance is providing public trust.
