衡阳现代农业发展过程中存在特色农副产品相对缺乏、加工滞后等诸多问题，这与农村“空心化”导致的人力资本缺乏、农业投资回报率低相关。衡阳“现代农业”发展与农村区域不可持续的悖论，呼唤新的农业发展形式；现代多功能农业为衡阳农业发展提供了全新经营模式。农业结构的优化是实现现代多功能农业的前提，提高农民组织化程度是现代多功能农业发展的组织保证，完善农村集体产权制度是现代多功能农业发展的制度保障。

During the process of development, Hengyang modern agriculture exist some problems, such as relatively lack of specialty agricultural products, processing lag and other issues. This is related to the lack of human capital （results of rural ＂ hollowing village＂） and low rate of return on investment in agriculture. Hengyang＇s development of ＂modern agriculture＂ and the paradox of unsustainable development of the rural regions call for new agricultural development forms. Modern multifunc- tional agriculture provides a new business model for the development of agriculture in Hengyang. The optimizing of agricultural structure is the premise to realize the modern multifunetional agriculture, improving the farmer＇s organization level is the organ- ization guaranty for the development of modern multifunctional agriculture and improving rural collective property system is the systematic guaranty for the development of modern multifunctional agriculture.
