农村土地流转是对农地产权的再分配,其目的在于提高农村资源的利用效率。经过理论与实证分析发现,地方政府土地流转补贴政策有利于扩大农地流转规模,提高转出土地农户的土地租金收入,降低大规模经营者转入土地的成本,但同时也会增加小规模经营者转入土地的成本,从而产生大规模经营者对小规模经营者的“挤出效应”,并降低大规模土地经营者的边际生产率。因此,地方政府应在国家的引导和规范的基础上,因地制宜制定农地流转政策;补贴项目倾向于选择短期经济效益不明显但社会效益高的项目,适度规模经营项目和农户间流转项目;并积极发展中介组织以提高农地流转效率。

Rural land transfer can reallocate rural land property and thus improving the efficiency of rural re sources using. After theoretical and empirical analysis, we find that the local government's subsidy policy for land transfer can expand the rural land transfer scale, improve the price of land transfer and reduce the land cost of mass operators, but it will increase the land cost of small-scale operators, thus resulting in the "extrusion effect" of the large scale operators to the small ones and decrease the large-scale land operator's marginal productivity. There fore, it is necessary to make rural land transfer policy adjust to local conditions in line with national guide and standard. In the selection of subsidy project, the local government should choose the projects with little short-term economic benefit but high social efficiency, the projects with moderate large-scale and those circulated between farmers. And intermediary organizations should also be actively developed to improve the efficiency of farmland cir culation.
