随着工业化、城市化的发展，农村社区从传统的家元共同体转变为族阎共同体。在统筹城乡发展的时代背景下，新农村社区建设正从“扒旧房、盖新楼、建公园、造广场”的物质层面转向“社会心态”、“公民道德”、“社区文化”等精神文化层面。十七大报告明确要求将农村社区建设成为“管理有序、服务完善、文明祥和的社会生活共同体”。这就指明了新农村社区建设的目标是构建合作共同体，引导村民过一种共同体化的现代社区生活。

Along with the development of industrialization and urbanization, the rural community is changing from the traditional family comnmnity into the clan community. In the background of balancing urban and rural de velopment times, the new rural community construction is turning from the material level of ＂pulling down old houses, erecting new buildings, building parks and creating public squares＇into the spiritual and cultural level of the construction of ＂social psychology＂, ＂citizen morality＂, ＂community culture＂and so on. The report of the 17th National Congress of the CPC specifically called for the construction of rural community with orderly management, improved service, and civilized and peaceful social life. It indicated that the construction target of the new rural community is to establish a cooperation community and guide the villagers to enjoy a modern community life.
