航运产业集群是产业集群概念在航运产业中的应用。随着上海航运产业的蓬勃发展，上海航运产业集群发展的现状评估和未来路径探索引发了航运业的关注。本文首先结合航运产业链的划分层次，界定了航运产业集群的要素构成。然后在分析上海航运产业集群发展现状的基础上，通过与发展较为成熟的伦敦航运服务集群和香港航运产业集群的对比发现，上海航运产业集群存在低、高端产业分布失衡，集聚力不强，环境建设有待加强，创新能力不足等问题。最后针对这些问题提出了相应的发展建议。

Shipping cluster is an application of cluster in the shipping industry. The booming development of Shanghai shipping industry leads to researches on evaluating the status quo and groping for the development of Shanghai shipping cluster. First, this study identifies the structure of shipping industry by contrasting with the classifications of shipping industry chain, and then analyses the status of Shanghai shipping cluster and finds the main issues of the cluster by comparing Shanghai with London and Hong Kong： unbalanced distribution between high -end and lowend industries, weak agglomeration effect, incomplete environment construction and shortage in innovation. Finally, it presents some relevant policy suggestions to promote the cluster.
