新中国成立以来,党和国家一直重视少数民族教育事业的发展.在不同时期和不同背景下,及时调整和发展了少数民族教育思想,制定出一系列少数民族教育发展的特殊政策,并实施了大量的少数民族教育发展具体措施,从而不断推动和促进着少数民族教育事业的繁荣发展.内蒙古通辽市作为民族地区,要在21世纪缩小与发达地区的差距,关键是狠抓基础教育,提高劳动者素质.根据本地社会经济文化的特殊情况以及民族教育发展的现状,坚持从实际出发、因地制宜的原则,要把重点放在发展基础教育和职业教育上,积极推进双语教育.

Since the founding of the New China, the party and the state have always attached importance to the development of ethnic minority education. In different periods and under different situations, in order to de- velop education for ethnic minorities, they timely adjusted legal thoughts, made a series of special policies, and implemented a great number of concrete measures. As a result, it has greatly promoted prosperity and develop- ment of education for ethnic minorities. As the minority areas, the key to narrowing the gap between Tongliao and other developed regions in the 21st century lies in the development o{ elementary education and improvement of the quality of laborers. We must base on the specific characteristics of social economy and culture in Inner Mongolia and the current situation of the national educational development. To develop Inner Mongolia educa- tion we should adhere to the principle of the district reality and taking measures suited to local conditions, put the emphasis on elementary and vocational education, and promote actively bilingual education.
