集中连片特困区是我国扶贫开发工作中的最后堡垒。集中连片特困区贫困状况与生态环境状况存在极其密切的关系。从片区生态贫困的深重性、人口致富能力的偏弱性、生态治理的片面性三个方面阐释了构建集中连片特困区生态减贫长效机制的必要性。提出构建生态减贫的内部长效机制：加强人力资本投入，完善公众参与。构建生态减贫的外部长效机制：创新片区合作；完善生态补偿；建立健全产业生态化；组织生态移民，加快城镇化进程。

Concentrating contiguous destitute area is the last bastion in China＇s poverty alleviation and development work. Poverty status of concentrating contiguous destitute areas is closely related with the existence of ecological environmental conditions. This paper explains the necessity of constructing a long-term mechanism for ecological poverty reduction of concentrated contiguous destitute area from three aspects, including severity of ecological poverty, weakness of financial possibility of the population and one-sidedness of ecological management. A long-term internal mechanism for ecological poverty reduction is proposed： improve investment of human capital and mechanism for public participation. Besides, a long-term external mechanism for ecological poverty reduction is also proposed： creating cooperation between contiguous areas, perfecting eco compensation, establishing and improving industrial ecology, organizing eco-migration and speed up urbanization.
