[摘要]毛泽东发动1958年民歌运动的初衷是搜集旧民歌，以此为基础探索中国诗歌发展道路，而非一开始就旨在发动一个全民写诗运动。周扬的汇报是毛泽东改变对民歌运动的看法并提出大规模地搜集新旧民歌的重要原因；地方党政干部和知识分子对民歌运动的理解和实践出现了较大差异，毛泽东并未忽视后者在民歌运动中的独特作用；他后来对农民写诗和“新民歌”批评较多，但仍然关注新诗改革，并始终认为搜集原汁原味的民歌具有重要价值。

The original intention of launching Folk Song Movement by Mao Zedong in 1958 was to collect old folk songs and explore the development road of Chinese poetry based on that, but not launch a nationwide campaign of writing poetry from the beginning. Zhou Yang＇ s report is the important reason that Mao Zedong changed his opin- ions on folk song movement and proposed to massively collect old and new folk songs ; local Party and government cadres and intellectuals had comparatively big discrepancy on understanding and practice to folk song movement, but Mao didn＇t neglect the latter＇ s unique role in folk song movement; Later he had made more criticisms to farmers poetry and the ＂new folk song＂, but still concerned about new poetry reforms and had always believed collecting authentic folk songs had great value.
