十八届三中全会提出要让市场在资源配置中发挥决定性作用,地方政府退出对经济的直接干预成为共识.地方政府过去对微观经济的干预带来了一系列问题,在新的改革蓝图下,地方政府的职能应该转变,衡量地方政府政绩的指标也应该有所改变.本文论述了新形势下地方政府的职能和目标,提出促进区域内企业的发展是未来地方政府的重要任务,而企业的发展状况也是衡量地方政府主导的区域改革是否成功的重要指标.

Paper uses spatial econometric methods, Application of Spatial Panel Data Model checking the role of universities, state research institutions, venture capital, government policies fa- voring,large enterprises, small enterprises in East Asia＇s innovation clusters development. Test re- sults show that the East Asian development model of innovation clusters is different from the ＂Ameri- can model＂, the role of universities, research institutions, small business in East Asia is very small, the Government＇ s policy-oriented, large enterprise＇ s own R ＆ D investment are very important. The most important reason for this situation is that East Asia has been in the technology catch -up phase. Our results indicate that East Asia has become a new region with its own innovation rules, and also illustrates innovative behavior does not exist a successful copying of programs or rules.
