按照将集中连片特殊困难地区作为新阶段扶贫攻坚主战场的战略部署和国家区域协调发展总要求,武陵山片区被率先确立为区域发展与扶贫攻坚＂先行先试＂试点。本文基于贫困及扶贫相关理论,以武陵山片区为研究对象,分析该片区扶贫开发历程及其政策实施,并就其扶贫开发中存在的问题及根源进行较为深入探讨,藉此对武陵山片区扶贫攻坚提出具有一定可操性的对策建议,以期为国家其他连片特困地区扶贫开发提供借鉴。

According to the strategic plan of taking contiguous areas with particular difficulties as the main battlefield of anti-poverty in the new period and the State＇ s policy of coordinated development of all regions, Wulingshan Area was established as the pilot area in regional anti-poverty development. Based on related theories of poverty and anti-poverty development, taking Wulingshan Area as a research subject, this paper analyzes the development process and policy implementation in this area, discusses the problems in anti- poverty development and their causes and puts forward some feasible proposals with the hope of providing references for anti-poverty development in other contiguous areas with particular difficulties.
