结合行业发展动态，确定科技企业孵化器运营绩效评价的投入产出指标，将创业导师数、获得风险投资企业数作为DEA分析的部分指标，运用DEA方法对北京、上海、广州三地46家国家级科技企业孵化器的运营效率进行比较分析。通过实证分析认为，广州市科技企业孵化器运行效率较好，提高北京市、上海市的公共服务平台投资和孵化基金利用效率，会有效地改善两地区的科技企业孵化器运营效率。

Starting from the trend of industrial development, the paper determines the input and output indexes of opera-tional performance evaluation of technology business incubator, takes the number of mentors and enterprises getting ven-ture capital as an index, and makes a comparative study of operational efficiency of forty-six technology business incuba- tors in Beijing, Shanghai and Guangzhou based on DEA. Based on the empirical study, it thinks that the operational effi-ciency of technology business incubator in Guangzhou is relatively better and improving utilization efficiency of public service platform investment and incubation fund will effectively enhance operational efficiency of technology business in- cubator in Beijing and Shanghai.
