新型城镇化和新农村建设都是我国长期而艰巨的历史任务，必须充分认识二者之间的辨证关系。首先，要以科学发展观为指导，努力形成城乡一体化发展的新理念；其次，新型城镇化增强了对农村的辐射和带动作用，有利于解决“三农”问题；再次，新农村建设是缩小城乡差别的根本途径，也是推动新型城镇化的必由之路；最后，在制定发展战略时，要把新型城镇化和新农村建设联系起来，统筹规划，努力实现两者的良性互动。
