实施新型城镇化，重点在哪里？本文提出了与众不同的看法，认为不在大城市，也不在农村，而在于“镇”。当然这个“镇”是广义的，只要是城市与农村联接中能起“桥梁”作用的都称为“镇”，它可以是政权最基本单位的镇，也可以是县、市。为什么重点是“镇”？因为它是吸纳农民变市民的“大盆地”、是形成城市群的“联接点”、是未来的“新城市”。

Where shall we put the emphasis on the implementation of new pattern urbanization？ This article presents a different solution. The key is neither the city nor the countryside, but the ＂town＂.Without doubt, this ＂town＂ is generalized, all that work as a bridge between the city and the countryside can be called a ＂town＂. It can be town, the fundamental unit for the regime, county or municipality.
