本文对福建省人均基本公共服务支出进行了考虑空间溢出效应的不均度测算，并在此基础上利用空间滞后面板计量模型分析了各类公共服务支出的影响因素。回归结果表明，空间福利性与拥挤性溢出均对地方公共支出水平有显著影响，只是前者的影响相对稳定，而后者随着考察样本与支出项目的差异而变化较大。总体而言，在评估公共服务均等化时应考虑空间效应的作用，从而提高与改进政策制定的效率与效果。

This paper investigates the spatial inequality of the provision of public services in Fujian prov- ince, and employs spatial lag panel data model to analyze the influencing factors behind several items of public expenditures. The results suggest that both spatial benefit spillover effects and spatial crowding spillover effects significantly influence the local public expenditures, despite that the former effects are stable while the latter ones vary along with the different observations and expenditure items. Generally speaking, the evaluation of e- qualization of public service should consider spatial effects to improve the efficiency and effectiveness of policy implementation.
