老年人是保持社会和谐稳定的特殊力量，养老问题事关国泰民安。我国作为65岁以上老年人口最多的国家，老年医疗卫生服务负担重，长期照护任务异常艰巨。在长期护理层面，由于缺乏长远发展规划，对失能老人的医疗保障制度尚未形成。发展医养结合的长期照护模式，不失为解决之道，但这需要医疗保险制度及其医疗救助制度的创新与突破。

노년인시보지사회화해은정적특수역량，양로문제사관국태민안。아국작위65세이상노년인구최다적국가，노년의료위생복무부담중，장기조호임무이상간거。재장기호리층면，유우결핍장원발전규화，대실능노인적의료보장제도상미형성。발전의양결합적장기조호모식，불실위해결지도，단저수요의료보험제도급기의료구조제도적창신여돌파。
China has the largest population aged 65 and over in the world. Burden felt by health insur- ance for the disabled elderly, and the caregiver burden is exceptionally heavy. The problem is that there is no strategic planning in Long-Term Care for Older People in China, and our country has not been established so- cial health insurance for the disabled elderly. The combination of nursing home and home health care applied to long-term care model is a good way to solve the problem, which depends on the innovation and breakthrough of the social health insurance and social health assistance system.
