水资源保护工作的开展对澳门地区的持续发展具有重要政治意义和深远的经济意义,也是澳门立法工作的重点.澳门水资源保护的法律法规存在配套法规严重不足,缺乏专门机关监管等问题.完善澳门水资源法律保障体系需要制定环保行政机构职能,更新引进防污法规、研究建立环境影响评估制度,以及配合环保国际公约在澳门的实施.

To carry out the protection of water resources is important to the sustainable development of Macao＇s soci- ety and economy, and it is also a focal point of the legislation work in Macao. At present, there exist, with regard to the pro- tection of water resources in Maco, some problems like serious lack of supporting legislations and specific organizational su- pervision. As a result, to perfect the systematic protection of water resources in Macao calls for the confirmation of the duties of administrative organizations for environmental protection, introduction of anti-pollution laws, establishment of the evalu- ational system for environmental influence, and the appropriate dealing with the international convention for environmental protection.
