摘要：本文以湖南省D县为例，通过入户调查和资料整理分析，对当地新型农村合作医疗制度进行了调研分析。发现从农户角度来看，存在人均参合费用收缴不合理、定点医疗机构设置不合理、报销程序复杂且繁琐、农户住院实际报销额低等问题。从而提出加强对完善制度设计，普及新农合知识；推进支付方式改革；加强新农合运行机构的建设，以提高新型农村合作医疗制度的政策效果。
摘要：本文以湖南省D縣為例，通過入戶調查和資料整理分析，對噹地新型農村閤作醫療製度進行瞭調研分析。髮現從農戶角度來看，存在人均參閤費用收繳不閤理、定點醫療機構設置不閤理、報銷程序複雜且繁瑣、農戶住院實際報銷額低等問題。從而提齣加彊對完善製度設計，普及新農閤知識；推進支付方式改革；加彊新農閤運行機構的建設，以提高新型農村閤作醫療製度的政策效果。

This article takes D county of Hunan province as an example, researching the local new rural cooperative medical system, through the analysis of household surveys and data. From the Perspective of Farmers, there are the participation fee of per capita collect unreasonable, the layout of medical institutions set unreasonable, reimbursement procedures are complicated, farmers get hospitalization reimbursement expenses is low, the level of service of operating agencies are low problems. Therefore, we put forward to strengthen to perfect this system design, popularizing the knowledge of the new rural cooperative medical system ; advancing payment Method reform; strengthen the construction of the new rural cooperative system institution, in order to improve the effect of new type of rural cooperative medical care system.
