象征性评估更多地表明政府或社会对高等教育质量的姿态,这样的评估虽有强化高校质量意识和竞争意识等积极作用,但却存在着明显的不足与缺欠。即过分强调可感知和可量化的外在评价,轻视那些不可感知和量化的内在评价;过分强化统一性和规范性评价,忽视自主性和创新性评价;重视短时速效性评价而轻视长远发展性评价。要改变这种状况,实现深化改革和提高质量的目标,必须使评估回归并走向真实的教育教学生活,强化评估的生活自然性、生命过程性、全员参与性、形式多样性与生成发展性。

The main function of the symbolic evaluation is to show the government and society's attitude and attention to the quality of higher education. This kind of evaluation plays a positive role in strengthening the sense of quality and competition of the universities, but there are obvious deficiencies and shortcomings, for it pays too much attention to the ex- ternal evaluation which can be perceived and quantified, and ignores the internal evaluation which can't be perceived and quantified; pays too much attention to the unified normative e- valuation, but ignores the autonomous and innovative evaluation; stress the short-term eval- uation with quick result, but ignores the long-term and developmental evaluation. To change this situation and achieve the objectives of deepening reform and improve the quality, we must make the evaluation return to the actual education and teaching life, strengthen the naturalness, the process, the participation, the diversity and the development of evaluation.
