在系统风险成为当代国家、社会发展常态的背景下,政府风险治理的重要性与紧迫感愈加凸显.本文认为,风险治理应成为现代政府公共职能框架中不可缺少的组成元件.基于政府面临的风险态势特征,本文提出政府风险治理基本程式涵盖风险识别与分析、风险评估、风险决策、风险行动四个构面.英、加、美等国家政府风险治理模态给予该领域诸多有价值的实践经验,显示出较好的应用前景.纵观国际发展路径,政府风险治理日益在系统构架、方法工具、风险文化、多元民主治理等层面呈现出稳健的改革演进趋势.

Under the background of systemic risk becoming normal in the process of social development highlights the importance and urgency of the government risk management. Risk management should become an indispensable important component in the framework of public functions of a modern government. Based on the country risk characteristics, the paper argues that the government risk management program should cover risk identification and analysis, risk assessment, risk decision--making and risk operations. Risk management modes in Britain, Canada and the Unit- ed States give us valuable practical experiences in this field, and present the good application prospects. Throughout the path of international development, government risk management is increasingly showing a steady trend of reform in the system architecture, methods, tools, risk culture, and multi democratic governance levels.
