美国外交中的非殖民原则源于19世纪的门罗主义。二战开始后,罗斯福提出了对殖民地的全面托管构想,但遭到英国的抵制。1943—1945年间,全面托管构想被修改为有限托管。1945年联合国宪章的通过标志着有限托管计划下的国际托管制度机制确立。与此同时,美国以＂战略托管＂和建立海外军事基地的方式实现战后利益的最大化。这一转变同时是美国门户开放政策向全球扩展和全球战略逐渐形成的过程。

The Principle of the Non-colonization is derived from the Monroe Doctrine in 19th century. After the advent of World War II,Franklin Roosevelt proposed a whole trusteeship for the dependent territories. The colonial powers,such as the United Kingdom, rejected the plan. From 1943 to 1945, Roosevelt Administration modified the whole trusteeship into the limited and partial one. The adoption of the United Nation Charter symbolized the formation of the International Trusteeship System. At the same time,The strategic trusteeship and the military base helped to practice the maximum of American interest. The evolution of the trusteeship idea indicated the extension to the globe of the Open Door Policy and the shape of the Global Strategy.
