2013年新社会政策对“双重登记管理体制”的突破,进一步释放了民间组织的发展空间。在残疾人公共服务领域,大量的残疾人民间组织将获得合法身份,享受“体制福利”。残联作为连接国家与社会的重要中介,需要做出“职能规范化”、“机构简约化”和“工作透明化”的调整,以适应政策形势的发展。既往残疾人领域形成的“内生依附性关系”、“权威关系”和“疏离关系”并存的关系格局在未来可能衍生出“共赢性互惠关系”、“竞争与联盟”和“转包与代理”的三类新型关系类型,最终出现以残联为主导的多种关系模式并存的组织关系格局。
