第三届＂中国社会救助研讨会暨中欧社会救助政策比较研讨会＂是2013年由民政部主办、武汉大学社会保障研究中心承办的一次重要学术活动。在本次研讨会上,学者们围绕＂当代中国社会救助制度比较与借鉴＂的主题进行了深入探讨与交流,并取得了丰硕的研究成果。本次会议的研究角度涉及国内到国外、理论到实践、城镇到农村等,这些研究成果将进一步推动了我国社会救助制度的理论积累与实践探索。本文对本次会议的焦点问题：支出型贫困、低保标准制定、目标瞄准、老年贫困群体、社会救助中的特色组织、社会救助立法、反贫困的国际经验等进行了梳理,如实地概括和反映本次论坛取得的学术成果,并对我国社会救助制度未来发展进行展望。

The third ＂China Social Assistance Conference and EU - China Symposium on Comparison of Social Assistance Policies＂ is an important academic activity, organized by Ministry of Civil Affairs, and implemented by Center for Social Security Studies in Wuhan University. Around the theme ＂ comparison and reference of contemporary Chinese social assistance system＂, scholars discussed and exchanged ideas in- depth, and obtained plenteous achievements. The angle of this conference was from domestic to abroad, theory to practice, town to rural areas, and these achievements will further promoted the theory and practice of social assistance system in China. This paper reviews the focus problems of this conference, such as the expenditure - based poverty, minimum living standards, targeting, the elderly poor groups, the characteristic organizations of social assistance, social assistance legislation, international anti - poverty experience, and truthfully reflects the achievements of the forum. In the end, this paper looks forward to the develop orientation of the social assistance in China.
