低碳农业公共财政支持政策是政府在充分考虑农业经济发展和环境保护二者协调发展制定和实施的农业支持政策，是促进低碳农业发展的必然选择。文章以黑龙江省为研究对象，阐述了公共财政与低碳农业的关系，根据农业主要生产要素投入及碳排放分析，揭示黑龙江省低碳农业发展的现存问题，提出公共财政支持低碳农业发展的政策建议。

Low-carbon agriculture public financial support policy is the agricultural support policy of the government in the formulation and implementation with full consideration of the agricultural economy development and environmental protection, and is an inevitable choice of promoting the development of low-carbon agriculture. This paper took Heilongjiang Province as the research object, discussed the relationship between public finance and low carbon agriculture, according to the main agricultural production factor input and carbon emission analysis, revealed the existing problems of low carbon agricultural development in Heilongjiang Province, and then put forward the public financial support policy proposals for the development of low carbon agriculture.
