应急供应链管理是提升应急供应链保障能力的有效方法,是降低应急供应链总成本的重要途径,加强应急供应链管理是加快我国应急产业发展和增强我国政府应急保障能力的重要手段.研究应急供应链管理基本内涵、核心理念及集成层次,推行应急供应链管理,对于降低应急供应链保障成本、提高应急供应链保障效率具有重要影响.我们要在吸取发达国家应急保障经验教训的同时,结合中国实际,大力推进应急保障一体化建设,切实加强模块化的应急保障力量建设,尽力加快规模化的应急保障基地建设,合理确立应急保障部门的核心业务,科学加强规范化的应急物资供应商管理,努力实施规范高效的战略采购管理,准确掌握实时化的应急保障需求,加快建立透明化的应急保障公共信息平台,以便适时推行具有中国特色的应急供应链管理,建设精干高效型应急保障力量,提高应急保障水平,降低应急保障成本,最大限度提升应急保障能力.

Emergency supply chain management （ESCM） is an effective method to improve the supporting ability of emergency support system, and it is also an important way to reduce the total cost of emergency supply chain.Strengthening ESCM is one of the important ways for us to accelerate the development of emergency industry and enhance our capability for supporting. Carrying out research on the basic connotation, core thought and integrated levels of ESCM and putting ESCM into practice is of great significance for us to reduce the supporting cost of emergency supply chain （ESC） and increase the supporting efficiency of that. With the consideration of experiences of other advanced countries and China＇s reality, we should further promote the integrated construction of emergency support system, rationally identify the core business of related departments of emergency support, scientifically standardize the management of emergency material suppliers, carry out efficient strategic purchasing management, understand the real time requirement of emergency support, accelerate the construction of public information platform for emergency support, put ESCM with Chinese characteristics into practice at the appropriate time, strengthen the cultivation of professionals, improve the level of emergency support, reduce the cost and improve our capability for emergency support.
