中小学教师的无序、单向流动导致优质教师资源过于集中,不利于教育的均衡发展和教育质量的全面提高。政府应当对教师流动予以宏观调控,加强教育省级统筹,提高农村学校的吸引力,改革教师编制和人事管理制度,建立教师交流激励机制,以制度引导区域内教师合理流动。

The disorder and one-way flow of primary and middle school teachers leads to excessive concentration of quality teachers, which is not conducive to the balanced development of education and improvement of education quality. The Government should strengthen macrc-control on teacher flow, co-ordinate education at the provincial level, improve the attractiveness of rural schools, reform personnel management and establish teacher flow institute to guide the rational teacher flow within a region.
