珠海市开展的“万人评议政府”活动持续了9年，属于开放的主观型绩效评估，主要目的是推动区域经济增长，检验这种开放的主观型绩效评估效果的文献非常少。本文在回顾绩效评估的直接实践效果的基础上，通过分析经济增长、公共服务质量以及开放的主观型绩效评估之间的关系，构建了一个理论模型。按照时间序列分析方法的要求收集了珠海全社会固定资产投资和GDP数据，运用回归分析方法进行了假设检验。发现绩效评估活动的开展对区域经济增长有着积极的影响，虽然短期效果并不显著，但是长期效果显著。探索绩效评估对区域经济增长的影响既有助于本文理解绩效评估的长期实践效果，又可以在公共管理的分析框架下增进对区域经济增长的影响因素以及绩效评估属性的认知。

The performance evaluation （PE） has been spread in China＇ s public sectors with rapidly, since the beginning of 213, century; for example, the local governments, such as Nanjing, Nantong and Lanzhou have taken promoting economic growth as strategic object in executing PE. It＇ s necessary for us to explore the question that whether PE has positive effect on regional economic growth with next one. At present, the main focus for domestic scholars is the effect of closed PE of objective style on regional econom- ic growth ; however, the effect of opening PE of subjective style on regional economic growth hasn＇ t been concerned with enough. What＇ s more, understanding the internal logic of the effect of PE on regional economic growth and its mediating variables is valuable, while, it＇ s dangerous for us to connect PE and regional economic growth with simply or directly, the reasons are that it＇ s rare for theory basis and easy to meet with errors in logic, especially construc- ting false related relationship. Promoting economic growth is the main tusks for local government officers for a long time, by employing the simple methods of recruiting and attaching capital at first, they has enhancing cognitive on the law of economic growth. More and more officers have awareness of the fundamental method is improving the environment of business, and its necessary to enhancing the quality of public service as to obtaining the highly praised of enterprises. As a re- sult of it, some governors of local government have decided to executing the opening PE of subjective style to trans- ferring internal performance pressure to public sectors and taking the deputies of enterprises as the customers of public sectors as well as evaluators. This essay will engage empirical analysis around the question that whether PE has positive effect on regional e- conomic growth based on those arguments, also taking core proposes based on the theory analysis of the effect of PE on regional economic growth. In specifically, we will taking the case of ＂public appraising government＂ in Zhuhai, to collecting the dates of total fixed asset investment and GDP according to the standard of time series analysis, and testifying the effect of PE on regional economic growth by employing regression analysis techniques. We have drawn a conclusion that the PE has positive impact on regional economic growth, although the short- term effect isn＇ t obvious,but the long-term effect is obvious. By exploring the effect on regional economic growth of PE can not only beneficial for us to understanding the long-term effect of PE in practical, but also enhancing us to recognizing the reasons for regional economic growth and the transformation of PE under the analytical framework of public management. By combing the post articles and our conclusions we can say that this essay has contributed to executing related research, which are composed by three aspects, The first one is has mastered the internal relationship between PE, public service quality and regional economic growth. The second one is has provided clues for scholars to under- standing the effect in practical of PE and the reasons for regional economic growth by divided the style of it, while, the third one is helping the scholars to understanding the positive effect on enhancing the quality of public seice and promoting regional economic growth. The opening PE of subjective style can provide performance information with high quality under specific condi- tions, especially from the customers of public sector, those information is result but means or process, while, it＇ s more of approaching to the ultimate value. What＇ s more, the specifically conditions are that the public sector is touching on customers with directly, the perception of customers on public service can give influence on their identi- fication to public sector with directly, the public sector which are of middle-low level one with mostly in practice. Therefore, the opening PE of subjective style can be included into the system and methods of PE, and is useful to enriching and improving it with simultaneously. As for the meaning of the transfbrmation of PE, one of it is enhancing the degree of synthesis by integrating per- formance index in different dimensions, while, the other is pay more attention to the performance information from
