Library legislation. The rights of readers. Problems and suggestions.
以国内13部地方图书馆立法为讨论对象,梳理其中存在的不利于保障读者权利的问题.通过分析发现,国内地方图书馆立法在保障读者权利方面存在诸如不集中列出读者权利,缺失读者隐私权保护方面的规定,缺乏读者参与管理方面的规定,为弱势群体提供方便服务方面的规定过于笼统,有关处罚和收费方面的规定缺乏法理依据等问题.针对这些问题,提出了相应的改进建议,目的是为以后改进图书馆立法提供一个参考.

The study summarizes the problems that block the protection of readers~ rights based on the survey of thirteen local library legislations in our country. They mainly reflect in the following five perspectives such as the rights of readers are listed separately, the regulations that can protect privacy rights of readers are insufficient, the regulations that readers can take part in management are not adequate, the regulations that can provide services for the vulnerable groups are too general and the motivations for the regulations about charge and punish are lacking. To solve theses problems, this paper advocates some improvement suggestions to provide a reference for further library legislations.
