网络舆情作为当代社会舆情的重要方面，引起广泛关注。对网络舆情的全面把握，依赖于网络舆情评价指标体系的构建。本研究在文献查阅和专家评定的基础上，从政府、网媒、网民三大网络舆情主体相互作用的角度，构建了包括政府舆情应对能力、网媒舆情热度、网民心理特征在内的网络舆情评价指标体系，并为指标赋予权重，表示不同指标的相对重要性，最后以“什邡钼铜事件”为例说明所构建的指标体系的实践运用。

As an important part of public opinion in contemporary society, internet public opinion has received much concern. A comprehensive understanding of internet public opinion relies on the construction of an evaluation system. On the basis of the related literature review and expert assessment, an evaluation system is constructed, which includes three main indices as follows, the government capacity of responding to public opinion, the response intensity of the internet media, and the psychological characteristics of internet users, as well as their interaction. Besides, the weights are estab- lished to represent the relative importance for different indices. Finally, ＂Molybdenum Copper Inci- dent in Shifang＂ is used as a typical case to illustrate the application of this evaluation system.
