农村土地的有序流转关系到中国农业、农民、农村的发展,是中国政府近年来面临的热点和焦点问题之一.由于土地产权不明晰、流转程序不规范、流转市场不健全、社会化服务体系缺失、农民权益得不到保障,中国农地流转的总体水平偏低,农户分散化经营没有得到根本改变,农地撂荒现象依旧存在.国外经验表明,土地流转离不开明确的土地产权、成熟的中介机构、农户权益的保护和完善的财税金融服务.针对当前中国农地流转中存在的瓶颈问题,我国政府可借鉴国外经验,通过法律清晰界定土地产权和严格保护耕地,培育专业的中介机构,规范土地流转程序,保护农地流转中的农民权益,采取强有力的财税金融扶持政策等措施来引导农地流转有序进行,从而促进农业结构调整,实现我国农业现代化.

The orderly circulation of rural land matters the development of agriculture, farmers and rural area in China, and it has become one of the hot issues faced by Chinese government in recent years.
