产业结构与水资源消耗结构密切相关,产业结构调整会引起水资源消耗结构的改变.如能在直接促进经济增长的同时,间接实现水资源消耗的减少,才是经济和生态双重效益的体现,也是符合科学发展的理念.本文从福利经济学理论中的生产帕累托最优条件出发,构建了“结构偏差系数”指标,用于测算产业结构与水资源消耗结构的关联关系,尝试从水资源消耗角度为测度经济-生态效益的偏差提供有效方法.实证分析中,本文利用北京市产业经济、水资源及投入产出表等数据,对北京市产业结构、水资源消耗结构的演变及现状进行了测算;在此基础上,计算了北京市三大产业间的结构偏差系数;并根据实证测算结果,对北京市产业结构的调整从水资源消耗角度进行了定性评估及评判.

Industrial structure and water resources consumption structure are highly correlated and the adjustment of industrial structure will change the water resources consumption structure. Only by directly promoting economic growth and indirectly reducing water resources consumption at the same time, can we achieve economic and ecological benefits simultaneously, and conform to the concept of scientific development. This paper embarks on the Pareto optimal condition in the theory of welfare economics and puts forward the index of "structure deviation coefficient" which is used to measure the correlation between industrial structure and water resources consumption structure. The new index tries to provide an effective way to measure the deviation from economic and ecological benefits from the view of water resources consumption. In the empirical analysis, this paper employs the data of industrial economy, water resources and input-output table of Beijing thus showing the evolution and current situation of industrial structure and water resources consumption structure. deviation coefficient from three industries in Beijing. qualitative assessment and evaluation to the adjustment water resources consumption.
