摘要：本文通过对电子政务与服务型政府二者发展过程的探讨，指出电子政务是构建服务型政府，提升政务服务水平的重要力量。在此基础上利用我国286个地级城市2005—2010年的面板数据，借鉴蒂布特模型研究了地区政务服务水平对我国FDI区域分布的影响。结果表明在控制其他影响因素的前提下，政务服务水平对FDI数量和质量的区域分布均产生显著正向影响，且中西部地区比东部地区表现更加明显。本文的研究有利于从政务服务的角度，为缩小FDI区域分布差异提供新的指导思路。

By inspecting the evolution of e-government services and the ser- vice-oriented government, this paper points out that e-government is one of the important forces that promotes the building of a service-oriented government and improves government services. Applying the Tiebout model and using panel data of 286 prefecture-level cities from 2005 to 2010, this paper examines the impact of e-government on regional distribution of FDI in China. The results show that under the premise of well controlling other factors, e-government services have a significant positive impact on the regional distribution of both the quantity and quality of FDI, with the impact on the central and western regions more evident than that on the eastern regions. This study provides new ideas to narrow region- al distribution differences of FDI from the perspective of e-~nv~rnrn~nt ~r~,io,~
