运用旅游社区增权理论框架,从社区的经济、社会、心理和政治四个层面分析了什刹海居民参与旅游过程中的失权表现,并指出经济方面客观制约、社区内部社会资本缺失、社区居民之间及与旅游者和外来人员的文化和利益方面的冲突与矛盾成为什刹海社区居民参与旅游困境的成因.因此,当地政府创造旅游参与的制度、环境和服务,以及构建社区内部和谐信任的社会关系成为社区居民参与旅游的必然选择.

On the basis of the theoretical framework of tourism community empowerment, we analyzed the performance of powerlessness in residents＇ participation in tourism process from the four aspects of community＇s economy, society, psy- chology and polities, and pointed out that the economic objective constraints, the lack of social capital within the communi- ty, the conflicts and contradictions of culture and interests between the community residents and the tourists and stranger are the main causes of dilemma of Shicha lake community residents participating in tourism. Therefore, the system, environ- ment and service for tourism participation and building a harmonious and trustful relations within community by the local government have become the inevitable choice for the community residents in participating in tourism.
