构建高效准确的贫困对象甄别机制,是扶贫开发工作顺利进行的前提和基础.针对当前我国扶贫工作中存在资源配置集中、扶贫监测滞后、贫困统计多口径等造成的扶贫对象甄别有偏,导致扶贫资源配置错位问题,从贫困对象“进入”和“退出”角度,构建了扶贫对象自愿申报、政府部门自动识别、脱贫对象主动退出、公众参与评议“四位一体”的动态甄别机制,实现贫困群体由“甄别有偏”向“高度匹配”转变,提高扶贫资源配置效率.

; The construction of poor object discrimination mechanism efficiently and accurately, is the premise and foundation to begin the poverty alleviation work. In view of the current poverty alleviation work in our country having poor screening resources allocation, poverty alleviation monitoring lag, con- centrated poverty statistics caliber which caused more biased, which result in poor resource allocation problem, and based on the dislocation, this paper, from the perspective of poor objects＇＂entrance＂ and ＂exit＂, constructed a dynamic supervision of ＂four in one＂ that include helping the poor voluntary declaration, automatic screening poverty alleviation for government departments, poverty object voluntary exit, and public participation in the appraisal object, in order to turn the poverty groups ＂biased by screening＂ to be ＂height matching＂, and improve the efficiency of the allocation of resources for poverty alleviation.
