Perfectly rational hypothesis is the foundation of theoretical development of western economics. The model analysis and logical deduction from the mainstream economics based on the perfectly rational hypothesis has been accompanied by academic reflection, inquiry, and even challenge. Based on the discussion of theoretical evolution and practical development, this paper expounds the establishing of bounded rationality theory, which not only reflects the theoretical appealing from economics, but shakes the basis of mainstream economics, and opens up the decision of making research in organizations. The expanding thinking of the regression of economic ethics consideration has significance on economics theo- ry and practice.
