以资源配置优化为标准,以社会转型、制度变迁、结构功能主义等理论为研究视角,系统论证民政工作标准化在加强制度建设、健全发展机制、提升服务效能等方面的重要作用,深入分析标准化在促进现代民政发展中的作用机理,科学探讨民政工作标准化的体制机制建设,提出了积极可行的政策建议.

Taken the resources disposition optimization as the standard, the important role of standardi- zation in modern civil administration is discussed from the angle of social transformation, institutional change, structural functionalis and so on in strengthening the system construction ,improving the mech- anism of development and service efficiency. Standardization mechanism to promote the development of modern civil administration are discussed. The development orientation of standardization are deeply an- alysed and the feasible policy suggestions are put forward.
