本文通过对世界政治经济体系及其结构的解析,说明了上世纪中、拉与发达国家合作的困境,解释了中国与拉美国家未能深入合作的原因,并在探讨2008年全球金融危机以来世界经济关系变化的基础上,指出了世界政治经济体系及其刚性结构对拉美国家发展的影响,进而通过对新世纪中国经济的发展和中拉合作的现状的分析,阐释了深化中拉合作之必然性和可能性,以及中国在拓展外交过程中深入到美国的“后院”,是战略上对美国重返亚太、遏制中国的回应.其分量是美国在遏制中国时不得不顾及的.

The paper illustrates the cooperation predicament between China, Latin America and devel- oped countries, explains why China failed to conduct in-depth cooperation with Latin American countries through the analysis on the world political and economic system and its structure. The paper, based on changes in the world economic relations since the global financial crisis of 2008, points out the influence of the world political and economic system and the rigid structure upon the development of the Latin American countries, analyzes the development status of Chinese economy in the new century and China - Latin America cooperation and expounds the necessity and possibility of deepening cooperation between China and Latin-American countries. The paper also suggests that China＇s diplomatic expansion into the ＂backyard＂ of the USA is the strategic response to America＇s return to Asia-Pacific region, which the USA has to take into account in its policy of containing China.
