西部大开发已逾10年,西部地区的城镇化率由2000年的24.1％提高到2011年的42.81％,11年间提高了18.71个百分点,平均每年以1.7倍的速度增长,但城镇化水平与东部地区之间的差距,却由2000年的7.1个百分点增长到2011年的15.7个百分点.在国家积极稳妥推进城镇化、着力提高城镇化质量的背景下,探究城镇化与经济发展的互动协调性及资源利用效率已成为共识.基于这两个方面,分别利用修正的象限图判别方法与超效率DEA模型展开分析,结果表明：①西部地区仅有广西城镇化与经济水平实现了协调发展,而其他各省（区、市）均出现了不同程度的失调;②在城镇化资源利用效率方面,半数地区达到了超效率DEA有效.反映出西部地区在串联城镇化与经济发展之间的关系时,存在乏力,未能充分实现二者的良性互动;投入到城镇化建设中的部分要素资源,利用效率偏低,出现了冗余以及不足的现象.

The Western Development has been proceeding for more than 10 years,with the urbanization rate increasing from 24.1% in 2000 to 42.81% in 2011.While there had been an increase of 18.71% and an average annual growth of 1.7 times during the 11 years,the gap of urbanization rate between the eastern area and western area increased from 7.1% in 2000 to 15.7% in 2011.Therefore,it is a consensus to explore the interaction and coordination between urbanization and economic development and to improve the efficiency of resource utilization against the background of actively developing urbanization and striving to improve the quality of urbanization.This paper uses the correction of quadrant diagram and super-efficiency DEA model to study the coordination between urbanization and economic development and the efficiency of resource utilization.The results show that in the western regions,Guangxi Zhuang Autonomous Region is the only region that has realized the coordinated development of urbanization and economy while different degrees of disharmony appeared in the other provinces,and that in the resources utilization efficiency of urbanization,half of the western regions have achieved super-efficiency DEA.The research also indicates that there is a lack of power in the relationship between urbanization and economic development,preventing benign interaction.On the other hand,some elements of resources which are put into the construction of urbanization have not been effectively utilized,resulting in the phenomenon of redundancy and insufficiency.
