宅基地整理要因地制宜,重在体现农民意愿.以山东省高庄街道办事处123户农民的入户调查为基础,采用描述性统计分析和多项logistic回归方法,对农民上交闲置宅基地意愿及其影响因素进行分析.研究表明:在给予农民一定的经济补偿前提下,66.02%的农民愿意退出闲置宅基地;影响农民退出宅基地的因素包括:农民打工收入比重、村内公共服务设施、目前生活状况满意度、在本村居住年数、乡村企业数、家庭年总收入、房屋结构、劳动力比重、被抚养人口数、户主年龄、家庭拥有的社会保障措施和房屋已使用年限,并根据结论提出相关政策启示.

Residential land consolidation should adjust measures to local conditions,focusing on peasants' willingness.Utilizing the survey data from 123 rural households in the Gaozhuang area,Shandong Province,this paper analyzes the peasants' willingness to return their idle rural housing [and and the factors influencing their willingness,by means of descriptive statistical analysis and Multinomial Logistic model.The results show that 66.02% of peasants would turn over their idle rural house sites under the premise of financial compensation,and that the factors influencing their willingness include the proportion of wage income,public service facilities of village,satisfaction degree of the present life,years of living in the village,number of rural enterprises,total annual income of the family,building structure,proportion of labor force,number of population to be raised,age of the householder,social security policy and age of the house.The paper puts forward relevant policy implications according to the above findings,providing a decision-making reference for residential land consolidation in Shandong Province.
